Changes in the way the world produces and uses energy have become important for a number of compelling reasons, including the negative impacts of indoor, outdoor and transboundary air pollution on human health and the environment. Modern energy services can help meet the basic human needs of nutrition, warmth, and lighting as well as reduce the burden of timeconsuming domestic labour – all of which also contribute to improvements in areas such as education and public health. An effective environmental planning and management process will help decision makers to formulate and implement realistic and effective strategies and action plans to improve air quality. These strategies and action plans have to systematically address the short and long-term causes of urban air pollution and help the city to achieve a sustainable growth pattern.

In recent time the spectrum and infrastructure sharing hasbeen gaining more and more on importance due to high spectrumlicense costs and expensive infrastructure needed formodem high-bandwidth wireless communications. In this paperthe advantages and disadvantages of spectrum and infrastructuresharing by analytical models and simulations are analyzed.Results show that operators could significantly reducetheir costs, increase capacity and improve network quality bysharing their infrastructure and spectrum. Using Game Theoryit is shown how operators could 'protect themselves' againstnon-cooperative behaviour of other operators.

The paper considers Integrated Payment Systems and services design as complex technological and business-to-business marketing problem. Different aspects and levels of interoperability are examined. The focus is on interoperability requirements formulation based on systems engineering and management methodology. A model of functional system design with interoperability requirements is formally defined and elaborated. Examples of payment system integration are discussed.

One of the basic tasks of traffic engineering is the effective adaptation of services, link capacity and routing scheme to achieve good performance (from the user's view) and efficient use of network resources. In our paper we describe the generalized model and practical approach to solving teletraffic and QoS problems in the Internet environment. We introduce three timescales in problem decomposition: data timescale (individual packet level), control timescale (traffic flows) and network management timescale (aggregates of flows). One real network problem is discussed and basic causses of quality-of-service problems are identified. Two clusters of Internet QoS problems (network related and others) are discussed. The choice of the routing solutions based on the broader view of network topology and teletraffic systems traits has several advantages which have to be considered.

The existing transport and traffic management systems can be radically improved by using holistic (systems) concept and technology of Intelligent Transport Systems (ITS). The European project KAREN (Keystone Architecture Required for European Network) defines the functional area of “ Traffic Management” which covers several categories of User Needs: Traffic Control, Incident Management, Demand Management, Safety Enhancements, Intelligent Junctions and Links. This paper considers the relevant function processes, services and technology for traffic management as an ingredient of the national (Croatian) ITS Architecture. Recommendations for network operators, service providers, municipal authorities, users and other actors involved in traffic management system are suggested. Benefits of synergistic integration of ITS functions are marked.
