Ovaj rad daje osvrt na stanje standardizacije u oblasti informacijske i bibliotečke djelatnosti u Bosni i Hercegovini, kroz rad dva tehnička komiteta Instituta za standardizaciju BiH. Informatizacija društva, kakva je opisana u strateškim dokumentima iz prethodne decenije, realizirana je ne zahvaljujući, nego uprkos podršci države. Složena politička i teška socijalna situacija u BiH nisu bile prepreka da po broju korisnika interneta budemo iznad svjetskog prosjeka. Na primjeru akademskih i istraživačkih mreža pokazano je da ipak zaostajemo u brzinama pristupa internetu, koje su među najnižim u regiji. IT industrija, kao perspektivna privredna grana, sama čini napore i vrši pritisak na državu da se učini više na razvoju ove djelatnosti, prvenstveno u sektoru obrazovanja. Na kraju rada dat je kritički osvrt na pojam Big Data i njegovu primjenu u naučnim podacima, koji čine usko specijalizirani dio bibliotečke djelatnosti, te ulogu standardizacije u toj oblasti.
Original scientific paper Public administration is classified into specific organizational form that follows the development of all civilizations. Today more than ever we deal with creation of a new model of functioning of public administration. What do we need to learn in order to have it more functional and more effective, and accessible to citizens? One of the ways is certainly the introduction of the quality system according to demands of some of the standards such as requirements of ISO 9001 standard. Definitely we have to find the answers to the questions about the possibility of establishing such systems in the units of local self-government, acceptance by employees, understanding of the concept of service in this sector and many other questions. This paper presents a study on a sample of five municipalities in the Federation of Bosnia and Herzegovina, four of which have introduced the quality system. The study included employees who are in direct contact with their customers along with the employees’ opinions and standpoints concerning the established quality systems in their environment, as well as questions concerning their knowledge and level of established and introduced quality system through its individual elements. The work is certainly just the beginning on the path of full understanding of quality system in the units of local self-government.
Public administration is classified into a specific organizational form that follows the development of all civilizations. Today, more than ever, we deal with creating a new model of public administration. The reform of public administration intends to achieve the model adjusted to the needs of society, based on lawful solutions, and real conditions. The EU integration process puts a pressure on public administration to deliver better service, with more and more demands to increase the skills of employees, to make performance of duties and tasks more effective, adhering to the principles of good governance. This paper presents a study of administrative body's organizational culture, based on the selected standpoint that the organizational culture is defined as a set of values, norms and beliefs in which the servants in administrative body share the same opinion. This brought ten characteristic values that can be shaped into the mission of observed local selfgovernment (public administration) unit. We tried to estimate through this research how civil servants perceive these ten values, and whether they like it or not.

Stručni rad REZIME Kočioni disk je u toku svog radnog vijeka izložen različitim opterećenjima koja uzrokuju trošenje kočione površine, deformaciju, promjenu strukture, pojavu zaostalih napona itd. Cilj ovog rada je mjerenjem ravnosti i potrošenosti kočione površine utvrditi glavni uzrok pojave pukotina na kočionoj povšini, te dati glavne smjernice u cilju produžavanja životnog vijeka kočionog diska i sprečavanja katastrofalnog otkaza. Za mjerenje ravnosti i potrošenosti kočione površine korištena je koordinatna mjerna mašina Zeiss Contura G2, a podaci su dodatno analizirani u 3D CAD softveru Solidworks.
The term "Big Data" refers to quantities of data beyond the capabilities of commonly used software for the storage, processing and data management. Especially in the case of graphic data, managing hundreds of terabytes and petabytes of data requires a completely different approach in terms of hardware, communications, information security, and puts challenges in front of the staff involved in information and communication technologies. This article gives a personal view on these challenges when it comes to graphic data.
The role of standards in a global market in XXI century is unquestionable. However, the standardization is rarely seen as a separate topic in engineering academic programs at all higher education levels (undergraduate, graduate, postgraduate). Although international organizations for standardization, such as ISO or IEEE strive to introduce this topic in education worldwide, it is not common to see subjects called "Standardization", "Standards", "Technical regulations", etc. in a curriculum. This paper gives critical review about standardization-related courses at universities, and proposes the curriculum for a study course "Standardization". It also presents the results of a survey performed at three technical faculties in order to estimate the need for such a course.
Cold forming is characterized by a number of advantages which are mainly result of material strengthening during the final workpiece formation. Effects of material strengthening are reflected in shaping accuracy and in improving mechanical characteristics of workpieces. Flow forming is one of the specific forming methods used to form different parts of rotationally symmetrical parts in military, aeronautical, nuclear and other industries, which uses positive effects of the material strengthening. Design of products for extremely demanding industries, in addition to dimensional control, requires checking the accuracy of their circular shape. This paper, through the example of making tubular workpieces from Al 99.5% using flow forming technology, presents a method for determining the workpiece roundness using a 3D Coordinate Measuring Machine and analyzes the influence of number of revolutions, shift and the deformation rate to the deviation of roundness.
The purpose of this paper is to diagnose and suggest remedies for issues in postgraduate research such as lack in transparency, sharing and application of existing and newly created knowledge. A multidisciplinary team identified the critical factors in large industrial systems, the nodes that are the most amenable to improvement, and how can such improvements be actualized. An actual case of postgraduate research project was selected to present an important agenda recognized across the socioeconomic domains: how to contribute to the sustainability of large industrial systems. Key aspects included searching for information located in industrial databases, and exploring the pathways for two-way transfer of knowledge between academe and industry. The issues that might hinder the developing, sharing and application of newly created knowledge are identified as follows: ambiguous records of existing knowledge, isolationism in industrial databases, misalignments in the hierarchy of research priorities, communication circuit-breaks slowing down the application of research findings. This can be overcome by focusing on the inherent intentions and beliefs, and by improving the knowledge transparency due to the advances in the Internet and knowledge sharing networks. Postgraduate research and education can increase knowledge and generate innovation. Knowledge is a probability intensifier for contemplated actualizations. Something can be evaluated as understood only if significantly increases the probability of objectivization. The perspective of interaction between unmanned and manned systems, and the rise of the open networks for sharing interdisciplinary knowledge, present new avenues for enhancing the transfer and application of knowledge at unprecedented rates.
Computer hardware and software are resources without which the modern business of any organization, from manufacturing to services, is impossible. Not enough attention is being payed to maintenance of computer systems as an aspect of business. This paper gives some recommendations for the selection of the computer systems maintenance approach, based on many years of experience maintaining these systems at the University of Zenica.
This paper deals with combination of two modern engineering methods in order to optimise the shape of a representative casting product. The product being analysed is a sling, which is used to attach pulling rope in timber transportation. The first step was 3D modelling and static stress/strain analysis using CAD/CAE software NX4. The slinger shape optimization was performed using Traction method, by means of software Optishape-TS. To define constraints for shape optimization, FEA software FEMAP was used. The mould pattern with optimized 3D shape was then prepared using Fused Deposition Modelling (FDM) Rapid prototyping method. The sling mass decreased by 20%, while signifficantly better stress distribution was achieved, with maximum stress 3.5 times less than initial value. The future researches should use 3D scanning technology in order to provide more accurate 3D model of initial part. Results of this research can be used by toolmakers in order to engage FEA/RP technology to design and manufacture lighter products with acceptable stress distribution.
