Analysis of Efficiency of Road Traffic Improvement Measures – Local Activities and Best International Practice
The adoption of the state law on road traffic safety in Bosnia and Herzegovina (B&H) created a comprehensive platform and legal guideline for efficient functioning of the road traffic safety system. Apart from the State Ministry of Transport and Communications the main carriers of realization and effective implementation of this law are the entity institutions of which the most important are the Ministry of Transport, the Ministry of the Interior, the Ministry of Education, the Ministry of Health, the Directorate of Roads, etc. However, even despite the clearly defined legislation and institutional support for its implementation, the road traffic safety degree is not at a satisfactory level. The main reason is the lack of a comprehensive strategy of road traffic safety at the state level, primarily as a result of incomprehension of Road Traffic Safety as a general social problem by competent and responsible political entities. This paper provides an analysis of the Road Traffic Safety Strategy in B&H with the Action Plan defined in compliance with the new recommendations of the United Nations Assembly and best international practice and the recommendations of the World Health Organization (WHO) for the developing countries, which manages the implementation of the UN Decade of fighting for traffic safety increase. It also presents a comparative analysis of the efficiency of Road traffic safety strategy from 2008 to 2013, with the most significant results, that was implemented by the Federal Ministry of the Interior, which is so far the only adopted and implemented strategy in the field of road traffic safety in B&H.
