The passenger transport system in cities is the backbone of sustainable urban mobility. The problem faced by the city authorities is the question of choosing the carrier with the best bid in the public call. Services in charge of public transport are often able to choose carriers for one or more lines, and often for the entire area. The basic dilemmas are related to the type of procedure that should be carried out, whether the transport services market is open to competition, what methodology to apply if the transport services market is not declared open to competition, whether the selection procedure should end with the signing of the contract between the city government and the operator, and other questions for which answers are sought.This paper presents an analysis of practices and proposed guidelines for the development and application of the bid operator ranking model in the public selection process.

Digitization of transport requires the transformation of the transport system from a physical to a cybernetic physical system. Digitization of transport includes the application of information and communication technologies and artificial intelligence in the transport system. This leads to the transformation of transport processes, but also to a change in the behavior of users and their views on transport and transport services. This creates the conditions for the development of new services and new solutions in the transport system that enable more efficient, economical, safer and more environmentally friendly transport.

In the last 5 years, several projects have been initiated in Sarajevo Canton that are focused on strengthening the identity of the city, promoting and implementing the concept of urban mobility, green and smart city. The issue of energy efficiency is included in all projects and from that aspect, among other things, the improvement of the public city passenger transport service is observed. This paper analyzes the state of public urban transport from the energy aspect, the savings that are achieved, the methodology for calculating savings and the effects that would be achieved through the implementation of planned projects for the development and reorganization of public urban passenger transport.

This paper presents a model push on which to determine the flow rates vehicles per share on the basis of circular intersections recorded entries and exits of vehicles in the aisles. In addition it is possible to analyze the influence of individual flows at intersections capacity, and determine the number of vehicles at the intersection of routes in the knowledge of the number of vehicles leaving the intersection at the next exit. Count the number of vehicles it is easier to manually and by using new technologies. Model (MIKR) results in a longer or shorter period of time which gives both static and dynamic characteristics.

The transport of the tram system on a high capacity corridor in a narrow urban area with increasing demand has become limiting both in terms of capacity and in terms of quality improvement. In this sense, the tram system in Sarajevo, as the primary system of city passenger transport, for many years, requires improvement in order to meet demand. The lack of clear strategies and plans for improving the primary transport system results in interventions of short-term investments in the maintenance of the infrastructure and suprastructure of the classic tramway of outdated and abandoned technology. In this way, the system is brought into a state of very unreliable and unsafe work. On the other hand, it is obvious that the development of individual motorized traffic has led to the fact that the common route has worsened the quality and safety of driving. The paper presents basic guidelines and aspects for the transformation of the classical tram in Sarajevo to the Light Rail System that can reach the fast city railway with the quantity and quality of the offer.

The state of the system on which urban mobility in Bosnia and Herzegovina in all cities depends is unsatisfactory and requires a detailed analysis of the situation and an assessment of the trend in relation to the strategic directions of development in the world. Public transport of passengers is designated as an extremely important system for establishing sustainable mobility. The paper identifies key information that reflects the trend of development of public urban transport in the world and analyzes the state of public urban passenger transport at the level of the city of Sarajevo. The transport policy of the City of Sarajevo is analyzed and its commitment to be based on the principles of sustainable development and innovations in transport, transport and communication technology. The subject of research in this paper is the planning of urban mobility development in the narrow part of Sarajevo using a model based on the growth matrix. The hypothesis of this research is: Based on the analysis of supply and demand of the city traffic system, good practices in sustainable urban mobility and existing strategies and development plans, a model for managing the whole planning process of sustainable urban mobility of the city traffic system in Sarajevo by 2026 can be proposed.In accordance with the experience of Europe’s main urban mobility observatory (Eltis) and sustainable urban mobility plans (SUMPs), the key elements are defined. The next step, after defining the elements of urban mobility, is to carry out the quantification of elements for 2016. Thereafter, there is a concise explanation of the growth matrix and model of managing the urban mobility planning process is created. In the research results, direct and indirect growth rates were elaborated and analyzed, i.e. the individual and synergic effects of the model. Finally, the synthesis of the research results was presented.

This paper describes aspects of defining the research methodology traffic flows of goods in the territory of Bosnia and Herzegovina, and applicable to the territory of the Instrument for Pre-Accession funding (IPA). The main task of this paper is included in the package WP4 project (Instrument for EU integration) EASYCONNECTING. In line with this analysis of the research methods of cargo flows on the territory of Bosnia and Herzegovina and IPA area and proposed guidelines for defining the model of research.

The paper presents the basic elements of the appropriate models which, either unchanged or modified, can be used to create a drivers and crew duty rosters in all modes of transport. The presented method of duty rostering shows the importance of respecting the legal restrictions and requirements of the carriers, with special reference to Bosnia and Herzegovina.

The different modes of transport when organizing transport one of the main tasks is to determine the minimum number of means of transport to complete the task on the network line or on the road network. Problems of this kind are very complex case of a larger number of means of transport. The paper presents models that can successfully be applied in solving the problem.

This paper presents the methods for identifying the dependencies among the volumes of traffic, transportation and communications. Based on the described characteristics it is possible to make a selection of the method for evaluating the function of dependence, assessing the accuracy of the methods, as well as comparison of mathematical methods. Concrete examples demonstrate the ease and efficiency of their applications, with particular emphasis on the application of software solutions.

This paper analyzes the supply and demand for services in public transportation of the city of Mostar. Based on a survey of public transportation, origin-destination (O-D) polls and surveys on the quality of public transport an attempt has been made to determine its current state and user satisfaction with the existing services thereby highlighting the shortcomings of public urban passenger transportation and the need for the introduction and design of urban (city) lines. The main goal of this research is the improvement and further development of the system of urban public passenger transportation, which should follow the development of the city and the establishment of a better relationship between transport demand and supply of urban public transport system in Mostar.
